Judging criteria consisted of the following: editorial excellence and professional production, as well as the originality of the narrative and the value the book adds to its genre. Finalists were selected by a jury of judges consisting of editors and reviewers of Foreword Magazine, as well as the ForeWord Board of Advisors, including booksellers, librarians, and other industry professionals.

Finalists are invited to attend the honorary banquet at Book Expo America in Tupelo, Mississippi on June 3, 2004, where first place gold medals and second place silver medals in each category will be announced.
